From the National Palace, President Claudia Sheinbaum Pardo launched 154 national housing lotteries organized by the National Housing Commission (Conavi) in 147 municipalities across 30 states. The goal: to assign 31,934 homes under the Vivienda para el Bienestar (Housing for Well-being) Program. These draws are being held nationwide from December 16 to 17.
During her morning press conference, “Las mañaneras del pueblo,” Sheinbaum explained that due to high demand, a lottery system was chosen as the fairest method for distributing housing. Families without access to IMSS, Infonavit, or FOVISSSTE were pre-selected to ensure that support reaches those most in need.
A live feed from Chignahuapan, Puebla, marked the official start of the first draw, where 256 homes will be built. Of those, 139 will be allocated through the lottery, 66 directly to seniors and people with disabilities, and 51 reserved for young people with rental options. In Chignahuapan alone, 444 families registered to participate.
Secretary of Agrarian, Territorial and Urban Development Edna Elena Vega Rangel stated that this process begins the assignment of homes from a pool of 161,000 registered individuals. She also announced that housing construction goals have been surpassed in 2025, with over 390,000 homes under construction, including 81,896 built by Conavi.
Rodrigo Chávez Contreras, Director General of Conavi, explained that the lottery is carried out using a tumbler that draws registration numbers of beneficiary families, under the supervision of a notary public and a representative from the Ministry of the Interior. The first number drawn in Chignahuapan was 2501068964.
