From the historic Teatro de la República in Querétaro, President Claudia Sheinbaum Pardo led the ceremony commemorating the 109th anniversary of the promulgation of the Political Constitution of the United Mexican States of 1917, declaring that the Fourth Transformation has restored its social, sovereign, and popular essence.
During her speech, the president emphasized that between September 2024 and December 2025, 22 constitutional reforms and 50 modifications to secondary laws were carried out, strengthening the democratic, social justice, and national sovereignty principles of the Constitution. Among them, she highlighted the judicial reform, the incorporation of the National Guard into the Defense Ministry (Sedena), recognition of Indigenous and Afro-Mexican peoples, and the recovery of Pemex and CFE as strategic public enterprises.
Sheinbaum affirmed that Mexico will not return to regimes of privilege or corruption, stating: “With strength and faithful to our history, we say with conviction: Mexico does not bow, does not kneel, does not surrender, and does not sell out.” She reiterated that the Constitution is not a dead letter, but a living expression of the Mexican people’s struggles and a guide to defending sovereignty, dignity, and social justice.
The president also highlighted the recent reform to Article 40 of the Constitution, which now clearly states that the Mexican people will not accept foreign interventions that threaten their integrity, independence, or sovereignty. She further announced that in the coming weeks, the 40-hour workweek will be approved.
The event was attended by the presidents of the Senate and the Chamber of Deputies, Laura Itzel Castillo Juárez and Kenia López Rabadán, as well as Supreme Court Chief Justice Hugo Aguilar Ortiz. All emphasized the role of the Constitution as the foundation of the welfare state, justice, and pluralism. Governors and members of the federal cabinet also joined the president for this historic commemoration.
