President of Mexico Claudia Sheinbaum Pardo announced the issuance of a presidential decree to create the Universal Health Service, aimed at ensuring that the population can receive care at any public health institution in the country, such as IMSS, IMSS-Bienestar, and ISSSTE.
During the “Las Mañaneras del Pueblo” press conference, the president emphasized that this model will allow Mexicans to access medical care regardless of their enrollment status, facilitating interoperability between systems and optimizing available resources, describing the measure as a historic step in transforming the health sector.
As part of its implementation, the registration process will begin from April 13 to 30, starting with individuals aged 85 and older, and will take place at 2,059 Ministry of Welfare service modules across the country.
The ID card will function as an official form of identification and will gradually replace current health cards. It will also be linked to a mobile application that will allow users to check their eligibility, locate medical facilities, and, in later stages, schedule appointments, access clinical history, digital medical records, and teleconsultation services.
Federal authorities detailed that the strategy includes a gradual rollout through 2028, incorporating universal emergency care, priority treatments, vaccination, and primary care consultations, as well as the integration of specialized services and universal prescription fulfillment.
