Mexican President Claudia Sheinbaum Pardo announced that the Housing for Wellbeing program will benefit nearly 8 million families nationwide, prioritizing those who otherwise would not be able to access homeownership through conventional means. The initiative includes the construction of 1.8 million homes, land regularization, and improvements to mortgage credit programs.
Speaking during the morning press conference “Las mañaneras del pueblo,” Sheinbaum emphasized that access to housing is a fundamental right. In 2025, the government formalized the construction of 400,000 homes, and another 400,000 are scheduled for 2026, with a focus on families earning between one and two minimum wages. She stated that this effort complements national goals to guarantee healthcare, education, and fair wages—pillars of the Fourth Transformation.
Secretary of Agrarian, Territorial and Urban Development, Edna Elena Vega Rangel, reported that 2025 exceeded annual targets: 393,686 homes were built, 420,000 housing improvement supports were granted, and more than 270,000 property regularization and mortgage cancellation documents were delivered—benefiting over 4.8 million people.
Rodrigo Chávez Contreras, head of CONAVI, explained that 86,000 homes are currently in progress: 49,000 under construction, 33,000 in preliminary phases, and over 3,000 in contracting. He also noted that 20% of the homes will be allocated to rental schemes aimed at young people. In 2025, 154 assemblies and lotteries were held across 147 municipalities in 30 states.
Lastly, it was reported that FOVISSSTE and INFONAVIT have made significant progress toward their goals. FOVISSSTE reached 96.8% in credit placement and plans to issue 42,768 loans in 2026. INFONAVIT has contracted more than 319,000 homes as of January 2026 and restructured 4.8 million previously unpayable loans, offering benefits such as debt reduction and interest rate adjustments.
