The Government of Mexico reported that the National Guard reduced highway robbery by 27 percent through the implementation of the Balam strategy on 22 stretches across 12 states. Specifically, with Operation Cero Robos (Zero Robbery), this crime decreased by 55 percent on the Mexico–Querétaro highway and by 50 percent on the Mexico–Puebla highway, consolidating significant progress in the safety of cargo transport and private users.

President Claudia Sheinbaum Pardo emphasized that security and peace are top priorities of her government, and recalled that results are built upon a solid justice system and the four pillars of the National Security Strategy, which have already reduced intentional homicide by 25 percent. “Security is built with justice and with a strategy that works, and we are working every day to deliver more results,” she stated during her morning press conference.

National Guard Commander Hernán Cortés Hernández explained that the strategy has increased the recovery of stolen cargo vehicles by 61 percent. Additionally, Operation Cero Robos has recovered 30 units, thwarted 13 robbery attempts, and detained 18 people, while seizing 71 handguns, 2,877 cartridges, 169 magazines, and 58 kilograms of drugs. On the Mazatlán–Culiacán highway, a 46.6 percent reduction in vehicle theft has been recorded.

At the same time, the National Guard is strengthening citizen trust through social proximity programs such as Guardia Nacional Contigo and Lunes Cívico-Sociales, which since July 25 have deployed more than 47,000 personnel and 8,730 vehicles in 39 municipalities across 21 states, benefiting over 76,000 people.

Meanwhile, Secretary of Security and Citizen Protection Omar García Harfuch reported that between October 2024 and August 2025, more than 30,000 people were arrested for high-impact crimes, 15,496 weapons were seized, and 1,356 clandestine laboratories were dismantled. Additionally, Secretary of the Interior Rosa Icela Rodríguez Velázquez highlighted that cause-oriented programs have benefited thousands of children and young people with prevention activities, peace fairs, employment programs, and community actions that complement the country’s security strategy.
