As part of its commitment to guaranteeing the right to healthcare, the Government of Mexico announced that between October 1, 2024, and December 31, 2025, a total of 31 hospitals and 12 Family Medicine Clinics will be inaugurated nationwide. The initiative is part of a broader effort to strengthen the national public health system.

Mexican President Claudia Sheinbaum Pardo stated that this historic undertaking—launched during the administration of former President Andrés Manuel López Obrador—continues under the so-called “Second Floor of the Fourth Transformation,” with the goal of expanding hospital capacity and bringing quality medical services to all regions of the country.

The president detailed that around 50 billion pesos have been invested in the construction of the 31 hospitals, while an additional 2.5 billion pesos have been allocated to launch 256 fully equipped operating rooms staffed with specialized personnel. She also announced that between 2025 and 2027, construction will begin on 20 more hospitals, backed by an additional investment of 40 billion pesos.

Accompanied by Health Secretary David Kershenobich Stalnikowitz and Deputy Secretary Eduardo Clark García Dobarganes, Sheinbaum reported that 13 of the 31 planned hospitals and 9 of the 12 projected clinics have already been inaugurated. The remaining facilities are scheduled to begin operation before the end of the year.

Martí Batres Guadarrama, Director of ISSSTE, noted that under the National Operating Room Improvement Program, 36 of the 80 operating rooms planned for this year have already undergone rehabilitation, been fully equipped, and staffed with specialized personnel.

Meanwhile, IMSS Director General Zoé Robledo Aburto reported that thanks to the “2-30-100” strategy, from January to July 2025, more than 831,000 scheduled surgeries have been performed, along with 13.9 million specialty consultations and 57 million Family Medicine consultations—representing 41%, 46%, and 57% progress toward the institution’s annual goals, respectively.
