Mexican President Claudia Sheinbaum announced a comprehensive national program to regularize 933,000 homes facing legal and administrative issues caused by irregular practices of past administrations. The strategy, coordinated by Infonavit, FOVISSSTE, and the Ministry of Welfare, aims to protect families and ensure their right to decent housing.

During her May 6 morning press conference, Sheinbaum reported that 47,845 homes have already been surveyed across 32 states, with the support of 1,632 public servants deployed in 255 zones and 1,062 municipalities. Of these homes, 87% are occupied and 13% are vacant. The survey will help assess each property’s status and determine support mechanisms, especially for vulnerable families.

Infonavit Director Octavio Romero Oropeza explained that out of the total homes, 131,000 are involved in mass legal proceedings, 216,000 were repossessed without formal deeds, 497,000 have high outstanding debts, and 89,000 are linked to FOVISSSTE. Three main solutions will be implemented: credit restructuring for borrowers, social leasing with purchase options for other occupants, and rehabilitation of abandoned or vandalized homes.

Additionally, the Housing for Wellbeing program, led by SEDATU, aims to build 1.1 million homes over the six-year term, deliver 1.55 million home improvement supports, and issue 1 million property titles. In 2025 alone, 186,000 homes will be built and 300,000 credits will be issued—generating over 4 million direct and indirect jobs. More than 50,000 housing units are already underway in 28 states.

As a complement, Infonavit activated the Credit Freeze Program, which has identified 4.1 million unpayable loans. Of these, 630,000 have already been restructured, and millions more will automatically receive benefits throughout the year, such as reduced interest rates, lower monthly payments, and debt forgiveness—with personalized service provided at Infonavit Service Centers (CESI).
