Mexican President Claudia Sheinbaum Pardo announced that 11 Well-being Economic Development Hubs (PODECOBI) are currently in operation, with 14 additional hubs approved and four more under evaluation. Through this strategy, the Government of Mexico is promoting orderly investment and territorial justice as part of the Fourth Transformation’s moral economy model.

During the morning press conference “Las Mañaneras del Pueblo,” Sheinbaum emphasized that these hubs aim to generate shared prosperity, prioritizing communities historically excluded from development. She noted that incentives for investors include 100% tax deductions on new fixed assets and 25% deductions for training, research, and development programs. Additional benefits include the allocation of federal, state, and municipal land, as well as reductions in income tax (ISR) and value-added tax (IVA) in some cases.

The president explained that these development hubs will be located near housing, schools, and healthcare services, directly benefiting the workers of the new industrial parks. The Well-being Hub in Tapachula, Chiapas, will offer incentives similar to those available in Mexico’s northern border region, while nine additional hubs will be linked to the Interoceanic Corridor development.

Economy Secretary Marcelo Ebrard Casaubon stated that these hubs target strategic sectors such as agribusiness, electromobility, medical devices, semiconductors, circular economy, and clean energy. The goal is to strengthen small and medium-sized enterprises (SMEs), increase national content, and connect productive processes across the country.

Among the 14 approved hubs are those located in Seybaplaya (Campeche), Juárez (Chihuahua), Durango, Nezahualcóyotl, Celaya, Tula, AIFA, Ciudad Modelo in Puebla, and others in Sinaloa, Tamaulipas, Tlaxcala, Veracruz, Michoacán, and Quintana Roo. Projects under evaluation are in Mérida, Guerrero, Coahuila, and Sonora, with potential expansion to Jalisco, Nuevo León, Querétaro, and Zacatecas in a future stage.
